Within the Office of Village Recorder, there shall be a Department of Finance, the head of which shall be the Director of Finance, who shall be appointed by the Mayor with the consent and approval of the Village Council. The Director of Finance shall be a person of demonstrated executive and administrative ability, and shall possess the accounting skills and knowledge deemed necessary or advisable by the appointing authorities to discharge properly his duties and responsibilities concerning Village financial matters. Before entering upon the performance of the duties of his position, he shall give such bond, with adequate surety for the faithful performance of his duties, as the appointing authorities shall require of him.
