The following terms whenever used or referred to in this article shall have the following respective meanings, unless a different meaning clearly appears from the context:
(a) "Agency" means the Municipal Housing Enforcement Agency.
(b) "Dwelling" means any building or structure, or part thereof, used and occupied for human habitation or intended to be so used and includes any outhouses and appurtenances belonging thereto or usually enjoyed therewith.
(c) "Officer" means any officer authorized by this article to exercise the powers of the Agency prescribed thereby.
(d) "Owner" means the holder of the title in fee simple and every mortgagee of record.
(e) "Parties of interest" means all individuals, firms, associations and corporations who have interests of record in a building or structure and any who are in possession thereof.
