There shall be a Village Park Board which shall consist of nine members appointed by the Mayor and approved by majority vote of the Village Council at its second meeting after certification of the Council members' election. Board members appointed by the Mayor and approved by the Council shall serve for terms of four years from the first day of July next preceding their appointments, and in the event of the death, resignation or removal of a member from residence within the Village, his or her successor shall be appointed by the Mayor and approved by the Council to fill the unexpired term of such Board member. The initial Board members shall be appointed by the Mayor and approved by the Council for the following terms:
Three for a term of two years.
Three for a term of three years.
Three for a term of four years.
The terms of the members so appointed shall expire on the thirtieth day of June of the second, third and fourth years, respectively, following their appointment. Thereafter, as their terms expire, each new appointment shall be for a term of four years.
The Park Board shall act as an advisory board to the Village Council on all matters concerning or involving the acquisition, construction, maintenance, development, use and regulation of municipal parklands and recreational facilities owned by, or controlled by, the Village of Barboursville. Members shall serve without pay, but they may be reimbursed for out-of-pocket expenses actually incurred by them in furtherance of the business of the Park Board which are properly submitted to the Village Recorder supported by written proof of payment by the Board member. Members may be reappointed in the manner heretofore provided for one additional term, but upon completion of a second term a Board member shall be ineligible for reappointment to the Board for a period of two years from the expiration of such second term.
