SECTION 8.4 VILLAGE ENGINEER; QUALIFICATIONS, SELECTION AND TENURE.
   There shall be a Village Engineer who shall be appointed by the Mayor, and whose appointment shall be approved by the Council prior to his assuming the duties of his office. The Village Engineer shall be a professional engineer registered with, and licensed by, the State of West Virginia. For fiscal and budgetary purposes the Village Engineer shall be assigned to the Department of Public Works, but he shall be under the direction and control of the Council. If the Director of Public Works shall possess all of the professional engineering qualifications required by this section of the Village Engineer, he may, with the consent and approval of the Council, fill the position and perform the duties of the Village Engineer in addition to the position and duties of the Director of Public Works, but Council may withdraw its approval of such dual arrangement at any time by the affirmative vote of five members of the Council.
