The site plan as approved by the Planning Commission shall be binding upon the applicant. Any changes from the approved plan shall require resubmission and reapproval by the Commission. The site plan shall remain in effect for a period of two years from the date of its approval. In the event a particular facility is to be constructed in stages, a site plan for each particular stage shall be required for the issuance of each building permit.
