The qualified electors of the Village of Barboursville shall elect the Village Recorder from the Village at-large in the manner provided in Article 12 of this Charter, to serve for a term of four years. The Village Recorder shall not, during his or her term of office, hold any other elective public office nor be a member of any political party executive committee.
