909.07 COLLECTION OF ASSESSMENTS FOR WORK DONE BY MUNICIPALITY.
   When work is done by the Municipality under Section 909.06 and is not let to contract, Council shall certify such assessments to the Director of Finance for collection, who shall account for the same in the same manner as he accounts for Municipal taxes, and the Director shall accept payment, when tendered, of the amount of such assessment with interest to the date of payment, and unless the assessment is paid within ninety days from the date of such assessment, then a copy of such report shall be certified by the Village Recorder to the County Clerk, who shall record and index the same in the proper trust deed book in the name of each person against whose property assessments appear thereon. If any such assessment is not paid when due, Council shall cause to be enforced the payment of such assessment and interest, in all respects as herein provided, which such assessment shall be a lien on the property liable therefor the same as taxes, and shall have priority over all other liens except those for taxes due the State and the County, and shall be on a parity with taxes or assessments due the Municipality. When such assessment is paid in full, and a lien therefor is of record in the County Clerk's office, the Director of Finance shall execute and deliver to the owner of the property a release of the lien, which may be recorded in the office of the County Clerk as other releases of lien are recorded.
