Any notice to be served under the provisions of this article may be delivered to the Chief of Police, who shall immediately execute the same by delivering a copy thereof to the person named in such notice, if he is a resident of the Municipality or if he is a nonresident within the Municipality, and the officer executing such notice shall make his return on the original notice, showing the time and the manner of such service, or notice may be given to any such person by publication once each week for two consecutive weeks in a newspaper of general circulation in the Municipality, or notice may be served in any of the methods described by State law for service of notice and process.
