The Director of Public Works shall see that all the provisions of this article are strictly enforced, and shall prosecute every person violating any of the provisions of this article and shall bring suit to restrain any person from opening the surface of any street or way of the Municipality in violation of the provisions of this article, as well as any person making an excavation near the line of any street, alley or sidewalk so as to endanger public travel.
