No permit required by Section 907.01 shall be granted to any applicant therefor unless such applicant pays to the Municipality all money then due to the Municipality from such applicant for prior openings or excavations made or for any loss, damage or expense in any manner occasioned by or arising from the opening or excavations under prior permits issued to such applicant.
