When any street, alley or public place of the Municipality is about to be improved by paving, macadamizing or by any other method, the Director of Public Works shall give ten days' notice thereof to the owners or the agents of the owners of any lots or pieces of ground on which buildings have been erected on the line of such street, alley or public place, or adjacent thereto, directing them to make connection with the water and gas mains and public sewers, if any exist and underlie the street, avenue, alley or public place, for the purpose of conducting water or gas into the buildings or drawing the wastewater therefrom. Such connections shall be made and completed within twenty days after the giving of the notice. Upon the failure of the owner to comply with such notice, the Municipality shall do the work and the expense thereof shall be charged to such owner.
