Machinery used in connection with the construction of buildings shall not be stored or placed on any street, sidewalk or parkway if there is room therefor upon the lot on which the building is being erected, or upon any adjoining lot belonging to the same owner, without a permit from the Director of Public Works. No person shall fail, neglect or refuse to comply with this section.
