Within ten days after the roof is placed upon any building, the contractor or builder thereof shall cause the removal of all dirt, rubbish or material remaining upon any street, avenue, alley or public place caused by or belonging to any bricklayer or stonemason; and within ten days after the completion of any building, the contractor or builder shall cause the removal of all other dirt, rubbish or material caused by or belonging to any other mechanic or person who may have been engaged in the construction of such building.
