905.03 PERMITS TO PLACE BUILDING MATERIAL IN STREETS.
   Any person desiring to place any building material in any of the streets, sidewalks or alleys of the Municipality for the purpose of erecting a building or repairing the same shall make an application in writing to the Director of Public Works, setting forth what part of the street, alley or sidewalk is to be used, and for what purpose and how long. If the Director finds that the application is reasonable, and that the use is proper under the circumstances, a written permit shall be given by the Director to the applicant to use the street, alley or sidewalk, or adjacent thereto as set out in the written permit, in the manner and for the period therein prescribed. Such written permit shall not be of any effect or force until the applicant signs a contract agreeing to make the street, alley or sidewalk so used in as good a condition as it was before and to erect, at the applicant's expense, barriers by day and lights and barriers by night, to prevent injuries to the public while such obstruction is in the streets, alleys or sidewalks of the Municipality, and agreeing to indemnify the Municipality for all damages that anyone injured by reason of such use made by the applicant may recover against the Municipality.
   The Director shall cause all such applications to be numbered and filed and a record kept of every such permit granted, numbered to agree with the application; and the contract shall be numbered to agree with the application and consent, and shall be filed.
