No person, firm, association or corporation shall use any of the public streets, alleys, avenues, boulevards or thoroughfares in the Municipality for the purpose of maintaining upon, over and under the same any pipes or pipelines, any wires, cables or conduits, or any other means of conveying and transporting any water, natural gas, electric power or energy, or any electric light or power service, or telephone or telegraph service, or motor vehicle or taxicab for transporting passengers or freight, or for furnishing any public utility service, without a franchise or permit therefor authorized by Council.
