The services of commercial waste collection and commercial garbage collection shall be continued and maintained within the Municipality and rates, fees and assessments necessary to pay the cost of such services are hereby imposed and reimposed upon the users of such service.
For the purpose of this section, the users of such service are declared to be occupiers of any such property classified as “person” or “company” as set forth under the definitions of 733.01. The occupiers of any place of business are to be primarily responsible for payment of any necessary fees for such services and, in the event the occupier leaves such fees unpaid, it shall be the responsibility of the property owner to make the payments left unpaid.
