The Mayor or his or her designated subordinate shall attend every meeting of Council, may attend any meeting of its committees and may express his or her views, orally or in writing, on matters pending before Council. The Mayor shall have the right to introduce motions, resolutions, ordinances or amendments thereto, and to vote on questions before Council.
