All officers and agents making contracts on behalf of the City shall withhold payment in the final settlement of such contract until the receipt of a certificate from the Collector to the effect that all taxes levied or accrued under this article against the contractor with respect to such contracts have been paid. Whoever violates this section shall be fined not more than five hundred dollars ($500.00) or imprisoned not exceeding thirty days, or shall be subject to both such fine and imprisonment.
