Upon every person engaging or continuing within this Municipality in the business of making loans of money, credit goods or things in action, who because of such activity is required under the provisions of the West Virginia Code, to obtain a license, and upon each and every individual loan company, the tax shall be one percent (1%) of the gross income of the business.
