Council, in acting upon the application for drilling, shooting or torpedoing of any well within the Municipality or within one mile of the corporate limits thereof shall, before the permit is granted, take into consideration the location of the well, the probable danger of drilling in such location, the danger to inhabitants and property nearby, and the use of explosives in and around such well, and may, in their discretion, reject the permit for the drilling or shooting of such well, if the same would probably become a menace to the safety and health of the inhabitants and property in the vicinity of such operation.
