Any person desiring to torpedo or shoot any oil or gas well, or use explosives of any kind or character in connection with the drilling or operation of such well, shall first make a separate application to Council for permission to use such explosives, which application shall set forth the kind, character and amount of the explosives, the location where the same is to be used, the date and time that such explosives are to be used and the name of the person using the same.
Council, upon receiving the application, shall forthwith determine whether torpeoding or shooting of the well or the use of explosives, set out in the application, will be safe to persons or property and may grant the applicant a permit to use the explosives as requested in the application.
Any and all explosives used pursuant to the provisions of this article shall be under the direct supervision of the Police Chief.
