No person, firm or corporation shall erect, repair, construct or otherwise build or improve any partition or division fence within the corporate limits of the Municipality which shall be over forty-eight inches in height.
In addition to the penalty provided in Section 501.99, Council shall have the right to order the fence torn away and removed, and may assess the cost of removing the same to the person, firm or corporation building, repairing or improving the same.
