509.01 DISORDERLY CONDUCT.
   No person shall commit or cause any of the following acts in or on a public street, alley, sidewalk, building or other public place, or in or on a place open to public view or place from which sounds may be heard by members of the public:
   (a)   Any unreasonable disturbance of the peace or quiet of the Municipality or of any person because of a riot, noise, disorder, tumult, affray or fighting;
   (b)   Any act of violence or an act likely to produce violence;
   (c)   The addressing of abusive language or threats to another person to the extent that it creates a clear and present danger of violence;
   (d)   The failure to obey a lawful order of dispersal by a police officer where two or more persons are committing acts of disorderly conduct, as defined above, in the immediate vicinity of the police officer, and where such failure to obey the lawful order of dispersal causes likelihood of harm to any person or likelihood of serious inconvenience to the police officer in the performance of his duties.
   (e)   Loiter in a public place after being requested to leave or refuse to leave any building or place of business when requested to do so by the owner, agent or employee in charge of such building or place of business.
   (f)   For the purpose of enforcing this section any police officer of the Municipality may enter upon private or public property or into any house, abode, building, dwelling, structure or enclosure for the purpose of arresting any person allegedly violating this section, provided that:
      (1)   The police officer has reasonable cause to believe that a violation of this section is being committed by a person therein;
      (2)   Time is of the essence;
      (3)   The police officer seeks first to obtain consent for entry from an occupant of the premises before attempting forcible entry, if feasible under the existing circumstances; and
      (4)   The police officer properly identifies himself to the occupant of the premises.
