361.22 PARKING IN RESTRICTED RESIDENTIAL AREAS.
   Whenever the Mayor, or the Chief of Police, determines that certain streets within the Municipality are being used for parking by the operators of vehicles who are not residents of such street and such parking is impeding the flow of commuter traffic thereby causing hazardous traffic conditions in such areas and causing the residents of the areas unreasonable burdens in gaining access to their residences and is polluting the air and causing excessive noise, the Mayor or Chief of Police shall cause appropriate signs to be erected prohibiting and restricting all parking on such street except parking by the holders of permits such permits to be granted only under the following conditions:
   (a)   To persons who are residents of any particular area in which parking is so prohibited or restricted, to be limited to that particular area in which parking is so restricted or prohibited for every vehicle owned by those persons who are residents;
   (b)   To persons who are visitors of any residents of any particular street or area in which parking is so restricted or prohibited;
   (c)   To persons who do business with any resident of any particular area or street in which parking is so restricted or prohibited during the hours of such restriction, provided, however, that this subsection shall not apply to service or delivery vehicles which are being used to provide services or make deliveries to residents in such area or on such street.
      On the application of any resident of the area or street where such parking is restricted or prohibited, the Mayor or Chief of Police may issue permits authorizing parking in the area or on the street upon the showing by the resident that his residence will be used in such a way consistent with its residential character and other provisions of law that visitors to his residence would not be able to park without violating the law. If the Mayor or Chief of Police finds the foregoing facts and further finds that the issuance of a permit will not unduly impair traffic safety, he shall issue such permits.
      When official signs are erected as provided herein, no person shall stop, stand or park a vehicle in any such designated area or street, without first obtaining the required permit.
