No vehicle shall be parked within two blocks of the Central Business District for more than two hours between 8:00 a.m. and 6:00 p.m., except on Sundays and holidays. The parking of any vehicle in violation of this section shall be prima facie evidence that the owner thereof parked the vehicle, which the presumption may, upon the trial of the case, be rebutted by competent evidence germane to the issue.
