On the days or nights when King Field is used by the public for any purpose and, particularly, when used for football games, for the period of one hour before and continuing throughout the period that the stadium is so used, and until one hour after the end of such use, no person shall cause, permit or allow any motor vehicle to be parked on the side of the street or avenue next to the side of the stadium.
