(a) All records of traffic citations and warrants issued shall be audited at least annually by a competent auditor, who shall submit a report of such audit to Council. Such reports shall be public records.
(b) The Mayor shall publish or cause to be published an annual summary of all traffic citations issued by members of the Police Department and of the disposition of all warrants issued.
