(a) Upon issuing a traffic citation to an alleged violator of any provision of the motor vehicle laws of this State, this Traffic Code or of any other traffic ordinance of this Municipality, every police officer shall deposit the original and a duplicate copy of the citation with his immediate superior officer, who shall cause the original to be delivered to the Municipal Court of this Municipality and the duplicate copy to the records section of the Police Department. The second duplicate copy of the citation shall be retained in the traffic citation book and shall be delivered by such superior officer to the Chief of Police, together with such book when all traffic citations therein have been used.
(b) Upon the filing of the original citation in the Municipal Court of this Municipality as aforesaid, such citation may be disposed of only by trial in such Court or by other official action by a judge of such Court, including forfeiture or bail, or by payment of a fine to the Traffic Violations Bureau.
(c) The Chief of Police shall require the return to him of all traffic citations and all copies thereof, except that copy required to be retained in the book as provided herein.
(d) The Chief of Police shall also maintain in connection with every traffic citation issued by a member of the Police Department a record of the disposition of the charge by the Municipal Court of this Municipality or its Traffic Violations Bureau.
(e) The Chief of Police shall also maintain a record of all warrants issued by the Municipal Court of this Municipality or by any other court on such traffic violation charges, and which are delivered to the Police Department for service, and of the final disposition of all such warrants.
(f) It shall be unlawful and shall be official misconduct for any member of the Police Department or other officer or public employee to dispose of, alter or deface a traffic citation or any copy thereof or the record of the issuance or disposition of any traffic citation, complaint or warrant in a manner other than as required in this section.
