The Sanitary Board hereby created shall be vested with all the powers and charged with all the duties and responsibilities as provided by state law, and further regulation and control of the Sanitary Board, except insofar as such Board is given authority by state law to organize itself and establish its own by-laws, rules and regulations, is hereby reserved and may be set forth from time to time by Council by proper ordinances, within the terms of state law, as necessity therefor may arise.
