The Director shall coordinate the activities of all organizations for emergency services within this Municipality and shall maintain liaison with and cooperate with the emergency services agencies and organizations within the State and within the State government. When such authority is delegated to him by the Emergency Services Advisory Council, the Director shall have direct responsibility for the organization, administration and operation of the Municipal organization for emergency services subject to the direction and control of the Emergency Services Advisory Council.
