This article shall become effective immediately upon its adoption by the Council. However, the Council hereby suspends imposition and collection of the municipal sales and use taxes imposed by this article until July 1, 2020 in accordance with the provisions of the legislative
rule codified in W.Va. Code St. R. § 110-28-1 et seq.
