It is the intent of this article, that townhouses, in areas where they are or may be permitted:
(a) May be appropriately intermingled with other compatible types of housing.
(b) Shall constitute groupings and efficient, economical, comfortable and convenient use of land and open space and serving the public purpose by means alternate to conventional arrangements of yards and buildable areas.
