Each licensed pawn shop owner shall be required to maintain an operating video recording system capable of recording each transaction occurring at the pawn shop. Video recordings shall be made and retained of each such transaction and stored for not less than 60 days from the date of the transaction. Upon request from the Police Department, the owner shall provide a copy of transactions occurring on a date as requested by the Police Department. The existence of an operating system shall be a requirement of obtaining or retaining a license to operate a pawn shop and shall apply to all such pawn shops, whether they were operating prior to the effective date of this section or not.
