For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"AT LARGE." Means off the premises of the owner, and not under control either by leash, cord, chain, or otherwise.
"DOG." Means both male and female.
"OWNER." Any person owning, keeping, or harboring a dog.
