§ 72.29 PARKING IN ALLEYS PROHIBITED.
   (A)   Except as provided in division (C) below, it shall be unlawful for any person to park, stop, or stand a vehicle on any public alley located in the central business district, which district is bound on the east by West Avenue, on the north by First Street, on the west by Pitt Street, and on the south by the first alley south of Third Street, or on the alley just east of East Avenue, which lies west of the Community Building.
   (B)   The Police Department shall have the authority to have any vehicles in violation of the above provision towed away and stored at the expense of the owner.
   (C)   This section shall not apply to the following:
      (1) Sanitation vehicles collecting solid waste and rubbish.
      (2) Vehicles loading and unloading materials, supplies, and equipment to authorized established places of business may park for a period not to exceed 30 minutes.
      (3) Vehicles utilizing authorized drive-in window service may park for a period not to exceed 15 minutes. The driver must remain in the vehicle.
   (D)    This section shall be in full force and effect upon and after erection of an appropriate sign.
