It shall be unlawful for any person to park or cause to be parked any truck having three or more axles, including tractor- trailer units, whether attached or disattached, upon any of the streets, public alleys or rights-of-way within the corporate limits of the town except for the purpose of loading or unloading cargo or passengers and except for temporary parking in cases of emergency involving a mechanical breakdown necessitating repairs to any such vehicle. This section shall not apply to emergency services vehicles engaged in the conduct of such services.
