(a) For the purposes of this chapter, any building or other structure is defined as unsafe if it
(1) Is structurally unsafe or unsound;
(2) Is not provided with adequate means of ingress and egress;
(3) Constitutes a fire hazard;
(4) Is dangerous to human life; or
(5) Constitutes a hazard to safety or health by reason of inadequate maintenance, dilapidation, obsolescence or abandonment.
(b) An unsafe building or structure is hereby declared to be a public nuisance and shall be abated by repair and rehabilitation or by demolition, in accordance with the procedures set forth in this chapter.
