(a) For the purposes of this chapter, any building or other structure is defined as unsafe if it
(1) Is structurally unsafe or unsound;
(2) Is not provided with adequate means of ingress and egress;
(3) Constitutes a fire hazard;
(4) Is dangerous to human life; or
(5) Constitutes a hazard to safety or health by reason of inadequate maintenance, dilapidation, obsolescence or abandonment.
(b) An unsafe building or structure is hereby declared to be a public nuisance and shall be abated by repair and rehabilitation or by demolition, in accordance with the procedures set forth in this chapter.

The Director of Public Safety, the Building Inspector and the Fire Chief are hereby constituted a committee of three to administer this chapter. When it is necessary to do anything to carry out the provisions of this chapter, the committee shall meet. When two or more members of the committee agree on the procedure to follow to carry out the provisions of this chapter, the vote of the majority of the committee shall prevail and steps shall be taken to comply with this chapter.
