1074.08 TRANSFERABILITY OF PERMIT.
   Each permit issued pursuant to this chapter shall be personal to the permit holder and is not transferable.

1074.09 LOCATION OF PERMIT CERTIFICATE; INSPECTION.
   The permit holder for an alarm system shall keep such permit at the alarm site and shall produce such permit for inspection upon the request of any member of the Police Division and/or the Fire Division.

1074.10 OPERATION.
   The person in control of the property on which an alarm system is installed shall:
   (a)   Ensure that any person listed with the Police Division and/or the Fire Division, pursuant to Sections 1074.03 and 1074.04, is able:
      (1)   To receive notification at any time;
      (2)   To come to the alarm site within thirty minutes after receiving a request from a member of the Police Division and/or the Fire Division to do so, unless an approved Knox Box is installed, in which case the thirty-minute response requirement is waived; and
      (3)   To grant access to the alarm site and to deactivate the alarm system, if necessary.
   (b)   Train all persons who may activate the alarm system in the proper operation of the alarm system.

1074.11 REPAIRS.
   The person in control of the property on which an alarm system is installed shall ensure that the alarm system is repaired within seventy-two hours of the time of notification that such system is malfunctioning. Notification of the repair of the system shall be made in writing on a form designated by the Police Chief and/or the Fire Chief, and delivered to the Police Chief and/or the Fire Chief or his or her employee or agent.
   The person in control of the property may cause such system to be deactivated rather than having such system immediately repaired, if he or she so desires. If he or she does deactivate such system rather than have it repaired, such system shall not be reactivated until it has been repaired, excepting all systems which are required to remain in continuous operation by statute, ordinance or the Fire Prevention or Building Code. In such instances, in lieu of disconnection of the alarm system, the Fire Division may require that a fire watch be maintained by the permit holder.

1074.12 ACCESS OR ASSISTANCE TO POLICE OR FIRE DIVISION.
   Any person who is notified by any member of the Police Division and/or the Fire Division of the activation of an alarm system and who is able to give access to the alarm site shall come to the alarm site within thirty minutes of the time such person is notified of such activation and shall provide any necessary access or assistance to members of the Police Division and/or the Fire Division.

1074.13 AUTOMATIC DIALING DEVICES PROHIBITED; DECLARATION OF NUISANCE.
   Alarm systems which transmit a recorded message or coded signal of an alarm system activation via an automatic dialing device through means of a telephone call to the Police Division and/or the Fire Division, or via a telephone call to the Lorain County 911 Center or the Cuyahoga County 911 Center, for relay to the Police Division and/or the Fire Division, are hereby declared to be a nuisance and are prohibited.

1074.14 REGISTRATION WITH POLICE DIVISION AND/OR FIRE DIVISION.
   (a)   Prior to conducting business within the City, an alarm system business installing burglar or hold-up alarms shall first obtain an alarm system permit application from the Police Division, as well as any necessary registrations and/or permits required by the City Building Inspector.
   (b)   Prior to conducting business within the City, an alarm system business installing fire alarms shall first obtain an alarm system permit application from the Fire Division, as well as any necessary registrations and/or permits required by the City Building Inspector.
   (c)   The business registration shall set forth:
      (1)   The full name, address and telephone number of the alarm system business; and
      (2)   The full name, business address and telephone number of the business manager who is licensed by the State.
   (d)   An alarm system business doing business in the City at the time this chapter becomes effective (Ordinance 124-96, passed November 11, 1996) shall have ninety days to register with the Police Division and/or the Fire Division as required herein.

1074.15 NOTIFICATION OF CHANGE OF LICENSED MANAGER.
   Each alarm system business shall notify the Police Division and/or the Fire Division of any change of the licensed manager of the business within seven days after such change, and of any change in the telephone number by which such manager can be reached.

1074.16 INFORMATION REQUIRED FOR POLICE DIVISION AND/OR FIRE DIVISION.
   (a)   Any alarm system business which installs an alarm system within the City shall provide the Police Division and/or the Fire Division with the following information:
      (1)   The address where such system is installed;
      (2)   The name, address and telephone number of the person having control over the property; and
      (3)   The type of alarm system installed.
   (b)   Such information shall be submitted to the Police Division and/or the Fire Division not earlier than twenty days prior to the installation of such system and not later than forty-eight hours after such system is installed.
