As used in this chapter:
(a) "Affordable housing" means a situation where the gross contract rent, plus the cost of basic utilities, rent or a monthly housing payment, does not exceed thirty percent of a family's combined gross income.
(b) "Involuntary displacement" shall be deemed to occur when:
(c) Occupants are issued sixty days notice to move.
(e) Occupants are required to move as the direct result of the acquisition or substantial rehabilitation of the property in which they are residing.
(f) "Permanent displacement" means any relocation that would exceed twelve months in duration.
