(a) No person shall blast with dynamite, gunpowder, nitroglycerin, or any other explosive compound, without first obtaining a blasting permit from the Director of Public Safety, issued pursuant to the provisions of this chapter, and all blasting shall be subject to the provisions and regulations of this chapter.

(b) Whoever violates this section is guilty of a minor misdemeanor. Each blast shall constitute a separate offense. The penalty shall be as provided in Section 698.02.
