274.02 MEMBERSHIP.
   The Civil Service Commission of the City shall consist of three electors of the City, not holding other Municipal office or appointment, to be appointed by the Mayor for terms of six years each, except that of the three appointed for a term beginning January 1, 1962, one shall be appointed for a term of two years, one for a term of four years and one for a term of six years.

274.03 COMPENSATION AND MEETINGS.
   (a)   Commencing with the year 2020, each of the members of the Civil Service Commission shall receive annual compensation in an amount to be established by City Council in its annual “Ordinance Establishing Compensation for Full and Part-time Administrative Positions Not Covered by Any Collective Bargaining Agreement”, payable on a monthly basis.
   (b)   The Chairperson of the Civil Service Commission shall be compensated at one and one-half times the compensation paid to other members of the Civil Service Commission, payable on a monthly basis.
   (c)   The Civil Service Commission shall hold a minimum of 12 meetings per year, at least one each calendar quarter, and at such other times as the Chairperson deems appropriate. All such meetings shall be open to the public. The Commission shall adopt rules of procedure and shall keep records of applications and actions hereon, which shall be public records. Upon appointment and annually, the Commission shall meet, organize and elect its own Chairperson, who will serve one year or until his or her successor duly qualifies.

274.04 OPERATION ACCORDING TO CITY CHARTER AND GENERAL LAW.
   The Civil Service Commission shall operate under the City Charter and according to general law.

274.05 APPROPRIATIONS BY COUNCIL.
   Council shall appropriate sufficient money for the use of the Civil Service Commission to carry out the provisions of the City Charter providing for a Commission and to operate according to law.
