Every person, firm, partnership or corporation, maintaining for the use of its customers, employees, officers or agents or maintaining a parking lot for the purpose of renting out parking spaces for hire, shall, at all times, keep the parking lots surfaced with concrete or bituminous blacktopping. Parking lots meeting the requirements of this section prior to its amendment shall not be required to comply with the requirements of this section until or unless the lot is improved, resurfaced or in need of repair in order to prevent dust, dirt or other debris from being blown out of or about the parking lot.
