The Council is hereby authorized, by motion, to waive hours of parking limitations herein stated upon an application duly filed on any day and to any particular group; provided, that members of the group shall have displayed in their motor vehicles a “courtesy parking” sticker, card or other similar designation. The Council may, by such motion, restrict effective hours, days and places of the waiver.
