§ 70.17  PARKING PROHIBITIONS AND EXCEPTIONS.
   (A)   This section shall be known as the off-street parking ordinance.
   (B)   It shall be unlawful and illegal to park on any public right-of-way, street, or highway in the city.
   (C)   There shall be two exceptions to the unlawful and illegal parking of a motor vehicle upon the streets of the city:
      (1)   It shall not be unlawful to park on any city street in front of a business, for the purpose of conducting business therein, or in front of a church or school, for the purpose of attending a service, session, or meeting therein; and
      (2)   It shall not be unlawful and illegal to park on any city street when prior approval has been obtained through the Police Department.
   (D)   It shall be the duty of the Chief of Police to designate exceptional circumstances and to issue written authority for exceptions to this section.
