      (ii)    Each organization shall have either filed with the Secretary of State as a charitable group, or with the State of Ohio as a non-profit group, and be able to produce such documentation.

The Division of Parks and Recreation will publish and post rules from time to time addressing passes, catch and size limits and other administrative procedures.
   (d)   The Administration is to utilize discretion when costs are inadvertently more than necessary. When those cases arise, the Administration has the authority to adjust the fees to what is deemed necessary and appropriate.
