161.25 COUNCIL APPROVAL.

   (a)   Notwithstanding anything contained in this Chapter 161 to the contrary, and except as may be provided in the Charter, no person shall be employed by the City, whether on a full-time or part-time, temporary or permanent basis without first having the position and compensation approved by City Council through an amendment to employees generally.

   (b)   Any offer letter to a new employee shall be attached to the legislation to hire and approve the salary of said employee.
