1116.03 TRAFFIC STUDY PROCEDURES.
   (a)    Estimate of Trip Generation.
      (1)    Conference with Staff. Prior to preparing an estimate of trip generation, the applicant shall meet with the Director of Public Services to obtain information about the requirements and other information relating to the required report.
      (2)    Submittal and Review. The estimate of trip generation shall be submitted to and reviewed by the Director of Public Services. The Director shall determine if, in his/her professional opinion, the estimate is an accurate statement of the trip impact of the proposed use. The Director shall forward the estimate and a report of his/her professional opinion to the Planning Commission.
   (b)    Traffic Impact Study.
      (1)    Conference with Staff. Prior to preparing a traffic impact study, the applicant shall meet with the Director of Public Services to obtain information about the requirements and other information relating to the required study and to determine the acceptable study area, the methods and techniques for analysis, and other elements to be included in the traffic impact study.
      (2)    Submittal. A traffic impact study shall be submitted when the Director of Public Services or the Planning Commission determine that the proposed development meets the traffic impact thresholds in Section 1116.02 (b) above.
      (3)    Review. A traffic impact study shall be reviewed by the Director of Public Services. The Director shall determine if, in his/her professional opinion, the study is an accurate statement of the trip impact of the proposed use and shall determine if the recommended improvements or other recommended actions are acceptable means for mitigating the traffic impacts of the proposed development. The Director shall forward the traffic impact study and a report of his/her professional opinion to the Planning Commission.
