1111.03 AUTHORITY TO APPROVE.

(a) Minor Site Development Plans. Minor site development plans shall be reviewed and may be approved by the Planning and Zoning Director, Director of Engineering, Utilities, and Inspection and the Chief Building Official as provided by these Regulations.

(b) Major Site Development Plans. Major site development plans shall be reviewed by the Planning and Zoning Director, the Director of Engineering, Utilities, and Inspection, and are subject to approval by the Planning Commission, as provided by these Regulations.

(c) If, for any establishment of a new use, substantial change of use, new construction, substantial renovation, or expansion of a building, structure, or other site improvement, the requirement to submit and the authority for review of a site plan is not clearly established in this Section 1111.03, then the Planning Commission shall establish a policy which shall be followed until the policy is replaced by ordinance of Council.
