1109.03 PLATTING OF BLOCKS, LOTS, RIGHTS-OF-WAY, EASEMENTS.
   (a)   General. The Planning Commission and City Council shall discourage the platting of blocks, lots, and rights-of-way in any manner which results in land which is topographically unsuitable for development or which promotes the alteration of wetlands, natural watercourses, floodplains, or other significant natural resources.
   (b)   Blocks.
      (1)   The length, width and shape of a block shall be suitable for the use contemplated and shall make possible the creation of lots which conform with the area regulations governing lot sizes and dimensions in the Zoning Code.
      (2)   The length of a block shall not exceed one thousand two hundred (1,200) feet and shall not be less than four hundred (400) feet.
   (c)   Lots.   
      (1)   Lot Dimensions. Lot area, width, depth, shape, orientation and minimum building setback lines shall conform to the area regulations of the Zoning Code.
      (2)   Where central sanitary sewerage and water facilities are not available, the area of a lot shall be at least one and one-half (1.5) acres and the minimum lot width at the minimum building setback line shall be one hundred fifty (150) feet. The lot area shall be larger if required by the regulations of the Portage County Health Department.
      (3)   Corner Lots. In residential districts, corner lots shall have dimensions sufficient to comply with the minimum front yard requirements for the residential zoning district in each yard abutting a road.
      (4)   Access. Each lot shall be platted with satisfactory access to a public road in conformance with the provisions of these Regulations and of the Zoning Code.
      (5)   Side Lot Lines. Unless otherwise approved by the Planning Commission and City Council in the subdivision plat, side lot lines shall be at right angles to or radial to the road right-of-way line.
      (6)   Except where specifically approved by the Planning Commission due to site conditions, the depth of a lot shall not exceed five (5) times the width of the lot.
   (d)   Rights-of-way. The applicant shall dedicate all land required for rights of way within the subdivision to provide a complete and coordinated system of roads and utilities in accordance with the Master Plan and these Regulations.
   (e)   Easements. The applicant shall record and offer for dedication easements as required by these Regulations and as approved in the final plat.
      (1)   Dimensions. Easements shall have locations and dimensions sufficient to permit the safe and efficient operation, maintenance, and reconstruction of the uses and improvements for which they are dedicated. The following minimum easement widths shall be required, but wider easements may be required where determined necessary by the City.
         A.   Roads. As required by Section 1109.04.
         B.   Utilities. Utilities shall generally be located within public road rights-of-way. The following standards shall apply where utilities are approved outside of public road rights-of-way:
            1.   Where parallel and adjacent to a road right-of-way, minimum width of ten (10) feet;
            2.   Where not parallel to a road right-of-way, easements for water lines, sanitary sewers, and storm sewers shall be a minimum twenty (20) feet in width for a pipe less than 24 inches in diameter and a minimum thirty (30) feet in width for a pipe 24 inches or more in diameter.
         C.   Pedestrian walkways (not including sidewalks within road rights-of-way), minimum ten (10) feet.
         D.   Bikeways, minimum twenty (20) feet.
         E.   Stormwater surface drainage facilities, such as ditches, swales, and retention/detention facilities, minimum ten (10) feet from top of bank on both sides.
      (2)   Documentation. The applicant shall be responsible for preparing documentation of easements as required by these Regulations, by the Engineering Construction Standards, and as may be required by the Director of Law, including drawings, metes and bounds descriptions, and dedications.
