929.10 ANTI-SCAVENGING.

(a) Upon the placement of recyclable material at a designated location for collection by the recycling Contractor, the recyclable material shall become the property of the City.

(b) It shall be a violation of this chapter for any person other than the authorized recycling collection Contractor, authorized personnel of the Department of Public Service, Recycling Coordinator or the resident to collect, pick up or cause to be collected or picked up, such recyclable materials. Each such collection in violation hereof shall constitute a separate and distinct offense.
